From Advocacy to Action: ATOAI Drives Key Breakthroughs at the 7th National Board for Adventure Tourism (NBAT) Meeting

On 17th July 2025, the 7th meeting of the National Board for Adventure Tourism (NBAT) brought fresh energy and direction to India’s adventure tourism narrative. Held amidst growing momentum to establish India as a safe, sustainable global hub for adventure seekers, the meeting marked a turning point-one that could define how the country balances thrill with responsibility.

At the heart of the discussion was the Draft Model Adventure Tourism Safety Law- a transformative step toward creating nationwide safety, sustainability, and quality standards. For the Adventure Tour Operators Association of India (ATOAI), this law represents more than regulation-it’s a framework for trust, ethics, and environmental stewardship in adventure tourism.

In a forward-looking move, ATOAI proposed that NBAT meet quarterly to ensure consistent follow-through. The Ministry of Tourism (MoT) welcomed the suggestion-a clear nod to the need for structured, steady progress.


Inside the Meeting: ATOAI’s Agenda for a Safer Future

1. A Model Law for Adventure Safety

The proposed Model Adventure Tourism Safety Law aims to be a unifying force — offering states a clear, adaptable blueprint to implement rigorous safety measures. More than just policy, it stands as a shared commitment to ethical, eco-conscious tourism. With MoT’s endorsement, the groundwork is now set for local authorities to roll out state-specific versions that uphold national safety and quality benchmarks.


2. Emergency Support Where It Matters Most

ATOAI emphasized the need for Adventure Tourism Rescue Centres (ATRCs) — specialized hubs equipped with modern gear to respond swiftly to emergencies in remote and rugged terrains. MoT agreed to collaborate with state governments to upgrade current infrastructure. These centres are envisioned to save lives, reduce risk, and enhance India’s standing as a reliable adventure destination.


3. Clearing the Air on GPS Devices

In a practical yet critical concern, ATOAI raised the issue of GARMIN GPS devices being wrongfully seized at airports, often mistaken for satellite phones. These GPS receivers are vital tools for trekking and expedition safety. MoT assured that it would work with the Department of Telecommunications and escalate to the Ministry of Home Affairs (MHA) if necessary, to establish clear operational guidelines that protect both security and utility.


4. Unlocking Darjeeling’s Trails

Concerns around restricted access and poor trail infrastructure in the Singalila Range — part of the iconic Sandakphu–Phalut trek — were also brought to the table. MoT acknowledged the issue and committed to reviewing the situation for appropriate policy action, aiming to reopen and rejuvenate this prized Eastern Himalayan route.


5. Breathing Life Back into Border Tourism

Lastly, attention turned to the western frontiers of Rajasthan. ATOAI proposed lifting the long-standing tourism ban along NH-15 and extending the accessible zone by 60 km. This would enable the revival of camel safaris and bolster rural livelihoods in a region steeped in culture and tradition. MoT agreed to examine the proposal, signaling openness to more inclusive tourism policies in border regions.

Empowering Adventure Tourism: ATOAI Meets with Honble Tourism Minister!

On August 1st, 2024, an ATOAI delegation led by President Ajeet Bajaj and Executive Committee member Paras Loomba had an inspiring meeting with Shri Gajendra Singh Shekhawat, the Honble Minister of Tourism, Government of India. The Minister, who recently experienced the thrill of skydiving, expressed a strong commitment to transforming India into a leading Adventure Tourism destination. He encouraged ATOAI to collaborate closely with the Ministry of Tourism and all stakeholders to unlock the vast potential of adventure tourism in India.

During the meeting, the Honble Minister was briefed on the shared vision of MoT and ATOAI to position India among the top ten adventure tourism destinations globally. The ATOAI team also discussed various initiatives with the Minister, including the National Board for Adventure Tourism, a model law for regulation, Mega Trails, adventure rescue centers in key adventure hubs, satellite phones for tour operators, insurance, improved air connectivity to adventure hubs, opening of new areas for adventure tourism, including border regions and hosting ATTA Adventure Next in India in 2025..

The Honble Minister assured the delegation of the Ministrys unwavering support to boost adventure tourism in India. He emphasized the critical role of the Adventure Model Law in ensuring responsible and regulated adventure activities. ATOAI will be providing the Minister with detailed notes on the Mega Trails and adventure tourism in border areas as prime future adventure products of India.

This meeting represents a significant step towards a collaborative effort to elevate India's adventure tourism landscape, offering limitless possibilities for both domestic and international tourists.

ATOAl interaction with the Hon'ble Union Minister for Tourism at Hotel Ashok

In a dynamic move to revitalize India’s tourism sector, the newly appointed Tourism & Culture Minister, Shri. Gajendra Singh Shekhawat, Hon'ble Tourism Minister recently convened a significant meeting with the heads of travel trade associations to address the industry's current challenges and explore emerging opportunities. ATOAI was represented by Mr. Ronny Singh Gulati, Honorary Secretary, and Mr. Paras Loomba, an Executive Committee Member. In the meeting, representatives from other key stakeholder associations were also present.

Key Points Discussed:

1. Development of Mega Adventure Trails: ATOAI is collaborating with the Ministry of Tourism to develop Mega Adventure Trails, with two primary trails taking precedence:

a. Ganga Nature & Heritage Trail

b. Western Himalaya Mega Trail

Mr. Gulati emphasized the urgency of expediting these projects, highlighting their potential to spur local development and generate significant employment opportunities.

2. Adventure Tourism Model Law: To ensure the sustainable and regulated growth of adventure tourism in India, there is a proposal for a comprehensive Adventure Tourism Regulation Act.This model law aims to standardize practices and ensure safety across various segments of adventure tourism. The Act is designed for adoption by State Governments and Union Territory Administrations, providing a unified regulatory framework that supports the industry's expansion while safeguarding participants and the environment.

3. Satellite Phone Accessibility: The introduction of satellite-based devices and services is seen as a pivotal step in promoting safe responsible adventure tourism in India. Recognized tour operators could be granted access to satellite phones by the Ministry of Tourism, enhancing safety measures and positioning India as a responsible adventure tourism destination on the global stage.
